M M M <br />Currently, there is no method of determining exact quantities of <br />waste brought to the subject facility. Scales are required to <br />determine the tonnage of waste delivered to the plant in lieu of <br />current operator estimates. <br />ANALYSIS: <br />The engineer shall provide a site plan, shall develop performance <br />specifications for this equipment, and shall ensure that the system <br />will be similar to the equipment at the Indian River County Solid <br />Waste Landfill, and shall prepare bid documents as necessary. The <br />fixed fee for these services will be $1;492.00; the total cost of <br />these services, plus fixed fee, shall not exceed $10,500.00. The <br />attached work authorization describes the services and fee. <br />RECONNENDATION: <br />The staff of the Department of Utility Services recommends approval <br />of the attached work authorization to provide the necessary <br />services. <br />Commissioner Macht suggested estimating the weight based on <br />the weight of a full truckload, and Utility Services Director Terry <br />Pinto explained that it is difficult to get an accurate weight <br />estimate because the trucks are not always full. Director Pinto <br />pointed out that it is unfair for staff to be in the position of <br />arguing with truckers as to the weight of the sludge. <br />Commissioner Adams led discussion regarding a provision for <br />salary increases to consulting personnel during the term of the <br />contract, and asked about the difference between the fixed fee and <br />the total cost of the contract. <br />Chairman Bird pointed out that this is a short-term contract <br />so any salary increases should not be significant. <br />Director Pinto then explained that the difference between the <br />fixed fee and the total cost of the contract is that the fixed fee <br />is the base, or minimum charge and represents the profit to the <br />consultant. The total cost of the contract is the not -to -exceed <br />amount, and includes reimbursement to the consultant for direct <br />labor costs and travel and incidental expenses. <br />Commissioner Macht felt that the supplier should provide <br />engineering services. <br />Director Pinto explained that the vendor designs the scales <br />according to our specifications, but it is our responsibility to <br />determine the location of the scale and the type of support <br />structure required. <br />Further discussion ensued regarding location and design of the <br />scale.. <br />47 <br />L_DCT 91993 <br />BOOK 9 f'bE 82 <br />
