Renewal <br />of the attached agreement will result in the continuation of an <br />important and successful water quality and quantity protection <br />program. - <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners renew the <br />abandoned flow well plugging cost share agreement with the SJRWMD <br />for FY 1993-94 and authorize the chairman to execute the attached <br />agreement. <br />Commissioner Adams led discussion regarding the number of <br />wells that were plugged last year. She asked who actually does the <br />work, how many are left to be plugged, and how much it costs per <br />well to do this work. <br />Environmental Planning Chief Roland DeBlois explained that St. <br />Johns River Water Management District takes responsibility to do <br />the work. The Soil Conservation Service is also involved in that <br />during the course of their work they discover abandoned artesian <br />wells associated with agriculture. This program is very acceptable <br />to private land owners because essentially we are paying for <br />plugging these wells. In the past few years we have plugged the <br />maximum number of wells possible with the available funding, so it <br />has been a very successful program. We expect that the program <br />will continue as long as we keep finding wells. There is no <br />comprehensive inventory of abandoned wells right now because it is <br />difficult to identify them in advance. The cost of capping wells <br />varies from hundreds to thousands of dollars, depending on the <br />difficulty of the operation, and St. Johns decides which wells <br />deserve the attention. <br />Commissioner Adams suggested that we apply for grant funding <br />from the Indian River Lagoon National Estuary Protection Program to <br />identify the existing wells.
