Cox, P.E.,p�y�,,,� <br />Civil Engineer <br />SUBJECT: Request for Floodplain Cut and Fill Balance Waiver for Moss Residence, 2300 67th - <br />Street <br />DATE: October 18, 1993 CONSENT AGENDA <br />Carter Associates, Inc., on behalf of Mr. & Mrs. George Moss is requesting a waiver of the cut and <br />fill balance requirement of Section 930.07(2)(d) of the Stormwater Management and Flood <br />Protection Ordinance. The property is located on the west bank of the Indian River Lagoon on the <br />north side of Quay Dock Road in Government Lot 2, Section 11, Township 32 South, Range 39 <br />East. The special flood hazard areas inundated by the 100 year flood on this site are in Zone AE <br />with base flood elevation of 8 and 9 feet N.G.V.D. The ten year stillwater elevation for the Indian <br />River, at this site, established by the May 4, 1989 F.E.M.A. Flood Insurance Study is 4.6 feet <br />N.G.V.D. The proposed displacement of the floodplain below 4.6 feet N.G.V.D. for which the <br />waiver is requested is estimated to be 12,560 cubic yards. <br />The project meets the cut and fill balance waiver criteria provided in Section 930.07(2)(d) I - of being <br />situated in an estuarine environment within the 100 year floodplain along the Indian River. The <br />attached letter from the applicant's engineer, signed and sealed on August 23, 1993, certifies that all <br />applicable Stormwater Management and Flood Protection Ordinance criteria will be met. A Type <br />C Flood Management System Permit is required prior to issuance of a building permit. <br />Approve the cut and fill balance waiver request. <br />Alternative No. 2 <br />Deny the waiver request and require re -design to accomplish an on-site balance of cut and fill. <br />Staff recommends approval of Alternative No. 1. <br />10 <br />
