BROOKS, MANAGER <br />SOLID WASTE DISPOSAL DIS IC <br />SUBJECT: WETLANDS MITIGATION <br />Within the boundaries of the landfill site there are two wetland <br />areas (totalling approximately 11 acres) that are located within <br />future landfill areas for Segment III and Segment IV. These <br />wetlands are wet -weather ponds that provide very little wildlife <br />habitat and function primarily as stormwater storage/management <br />areas. The Department of Environmental Protection (DEP) and the <br />U.S. Army Corps of Engineers (COE) exercised jurisdiction on <br />these wetlands and will require the SWDD to replace the wetlands <br />in-kind before we will be allowed to develop the areas within <br />which they are located. Unfortunately these 11 acres of wetlands <br />are located in such a manner as to restrict future use of <br />approximately 80 acres of land that will extend the life of the <br />existing landfill by at least 10 years. It is imperative <br />therefore that the SWDD pursue the elimination of these wetlands <br />and per the requirements of the DEP and the Corps of Engineers <br />replace/mitigate them through construction of similar or improved <br />wetlands at another location. <br />The mitigation process is specifically outlined and very costly <br />and requires that the replacement wetlands be similar in <br />character, vegetation and function. Further, the replacement <br />wetlands must be monitored over a long period of time and <br />assurances made that they function and vegetate as directed by <br />the DEP and COE. <br />The Utilities Department has a contract with Masteller & Moler, <br />Inc. to develop and implement a wetlands wastewater treatment <br />area for the West Subregional Wastewater Treatment Plant. <br />Extensive acreage of wetlands. will be created under their <br />supervision and most of these wetlands are of the same character <br />and function as the wetlands located at the landfill. <br />Through a permit <br />for elimination <br />wetlands that are <br />Facility. <br />application process the SWDD can obtain approval <br />of the landfill wetlands by mitigating with <br />to be create4,at the West Subregional Treatment <br />11 <br />BOOK go rl� 8 <br />OCT �.➢ <br />� 1993 <br />
