OCT 2 5 199"J" <br />CONCLUSION <br />BooK 90 PA-UF844 <br />Inasmuch as Masteller & Moler, Inc. are the engineers designing <br />and coordinating the construction of the wetlands for the West <br />Subregional Wastewater Treatment, and inasmuch as the Utilities <br />Department has a contract in-place with Masteller & Moler, Inc. <br />for these and similar services. it is prudent to have Masteller & <br />Moler, Inc. apply for permits from the DEP and Corps of Engineers <br />to eliminate the wetlands at the landfill; and mitigate their <br />elimination with constructed wetlands in the wetland wastewater <br />management area at the West Subregional Wastewater Plant. <br />Attached is Work Authorization #4 under an existing contract <br />between Utilities and Masteller & Moler, Inc. for initial <br />services as follows: <br />Task 1 - Site Assessment of Wetlands Located at the Landfill <br />Task 2 - Coordinate with DEP and Corps of Engineers Staff <br />and Negotiate a Mitigation Using Constructed Wet- <br />lands at the West Subregional Wastewater Facility <br />Task 3 - Develop an Alternative Mitigation if the Use of <br />Wetlands at the West Subregional Facility are <br />Determined Unacceptable by the DEP and Corps of <br />Engineers <br />Task 4 - Submit Permit Application to the DEP and COE for <br />Elimination of the Landfill Wetlands with Replace- <br />ment Wetlands at a Location Acceptable to the DEP <br />Note in the attached Work Authorization that Task #3 will be <br />approached under a separate work authorization if the DEP and <br />Corps of Engineers do not accept the West Subregional Facility <br />Wetlands for Mitigation and an alternative mitigative process is <br />needed. Additionally, no fees are outlined under this task as <br />the fee requirements for the task cannot be determined until some <br />direction is received from the DEP and COE. <br />If the mitigation process utilizing the wastewater treatment <br />wetlands is accepted by the .DEP and COE there will be no <br />additional cost as Task 3 will not be necessary and the expense <br />for the design and construction of the mitigative wetlands will <br />already be covered in existing contracts for the design and <br />construction of the wastewater treatment wetlands at the West <br />Subregional Facility. The cost under Work Authorization 4 <br />outlined herein is $6,220.00. Staff believe that these costs are <br />reasonable. <br />SWDD staff requests the Board's approval of the project and <br />authorization for the Chairperson to sign the Work Authorization. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously (4-0, <br />Chairman Bird being absent) approved Work <br />Authorization #4 under an existing contract between <br />Utilities and Masteller & Moler, Inc., for services <br />as set.out in staff's memorandum. <br />WORK AUTHORIZATION #4 <br />IS ON FILE IN THE OFFICE OF CLERK TO THE BOARD <br />12 <br />
