a. No building or structure shall be located closer <br />-than thirty (30) feet to any property line abutting <br />a residential use or residentially designated <br />property. :- <br />b. Access shall be from a major thoroughfare unless <br />otherwise approved by the public works department; <br />c. Any accessory residential use, day care facility or <br />school upon the premises shall provide such <br />additional lot area as required for such use by <br />this section and shall further be subject to all <br />conditions. set forth by the reviewing procedures <br />and standards for that particular use. Accessory <br />residential uses may include covenants, <br />monasteries, rectories or parsonages as required by <br />these regulations: <br />d. Type "C" screening shall be provided along all <br />property boundaries where the facility is located <br />adjacent to a single-family residentially <br />designated property. Type "D" screening shall be <br />provided along all property boundaries when the <br />facility is located adjacent to a multiple -family <br />residentially designated property. <br />All the applicable specific land use criteria have been satisfied <br />by the subject site plan application. <br />RECOMMENDATION: <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissioners grant special exception use approval for the <br />requested place of worship use with the following conditions: <br />1. That prior to site plan release, the applicant shall execute <br />a Developer's Agreement with county utilities services to <br />ensure future wastewater service connection when such service <br />- becomes available. <br />2. That prior to site plan release, a unity of title shall be <br />executed and recorded that unifies parcels "A" and "B" into a <br />single parcel. <br />The Vice Chairman opened the public hearing and asked if <br />anyone wished to be heard in this matter. There being none, he <br />closed the public hearing. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously (4-0, <br />Chairman Bird being absent) granted special <br />exception use to Unitarian Universalist Fellowship <br />Church for the proposed place of worship use with <br />the conditions as set forth in staff's memorandum. <br />35 <br />
