TO: James Chandler <br />County Administrator <br />DIVISION HEAD CONCURRENCE! <br />/2L <br />Robert M. ain AICP <br />Community De eloVent Director <br />THROUGH: Stan Boling, AICP <br />Planning Director <br />FROM: Eric Blade <br />Staff Planner, Current Development <br />DATE: October 13, 1993 <br />SUBJECT: Community Baptist Church Request for Special Exception <br />Use Approval for the Expansion of an.Existing Place of <br />Worship [AA-93-11-123/LIVE IRC #93080002-001] <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of October 26, 1993. <br />DESCRIPTION AND CONDITIONS: <br />Pastor Ron Barber, representing the Community Baptist Church, has <br />submitted an application for special exception use approval and <br />site plan administrative approval to expand the existing place of <br />worship at 12534 Roseland Road. The proposed expansion consists of <br />changing the use of an existing single-family dwelling to a <br />fellowship hall. The existing residence is adjacent to the <br />existing church facility. Since the site is located within the <br />RS -3 zoning district, and since the proposal would expand the <br />existing place of worship use by more than 10%, special exception <br />use approval must be granted for the project. <br />At its regular meeting of September 23, 1993 the Planning and <br />Zoning Commission recommended that the fioard of County <br />Commissioners grant the requested special exception use with the <br />conditions stated at the end of this report. The Board of County <br />Commissioners is now to grant approval, approval with conditions, <br />or deny the special exception use request. Pursuant to section <br />971.05 of the LDRs, the Board of County Commissioners is to <br />consider the appropriateness of the requested use for the subject <br />site and the surrounding area. The county may attach any <br />conditions and safeguards necessary to mitigate impacts and to <br />ensure compatibility of the use with the surrounding areas. <br />Staff has reviewed the submitted proposal and has granted <br />administrative site plan approval subject to the granting of <br />special exception use approval. Therefore, the administrative <br />approval will become effective if and when the Board of County <br />Commissioners grants special exception use approval. <br />ANALYSIS: <br />1.
