M s M <br />the distribution of shrubs, understory vegetation and trees <br />within the type "C" buffer must be inspected and approved by <br />planning staff prior to occupancy of the fellowship hall. <br />11. Utilities: County potable water and wastewater service is not <br />available to the site at this time. The County Utility <br />Services and Environmental Health Departments have no <br />objection to the requested special exception use approval. <br />12. Specific Land Use Criteria: The application must satisfy the <br />following specific land use criteria for the proposed place of <br />worship expansion: <br />a. No building or structure shall be located closer than <br />thirty (30) feet to any property line abutting a <br />residential use or residentially designated property; <br />b. Access shall be from a major thoroughfare unless <br />otherwise approved by the public works department; <br />C. Any accessory residential use, day care facility or <br />school upon the premises shall provide such additional <br />lot area as required for such use by this section and <br />shall further be subject to all conditions set forth by <br />the reviewing procedures and standards for that <br />particular use. Accessory residential uses may include <br />covenants, monasteries, rectories or parsonages as <br />required by these regulations; <br />d. Type "C" screening shall be provided along all property <br />boundaries where the facility is located adjacent to a <br />single-family residentially designated property. Type <br />"D" screening shall be provided along all property <br />boundaries when the facility is located adjacent to a <br />multiple -family residentially designated property. <br />All of the above specific land use criteria applicable to the <br />site have been satisfied by this site plan application. <br />RECOMMENDATION: <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissioners grant special exception use approval for the <br />requested expansion to an existing place of worship with the <br />following conditions: <br />1. Prior to site plan release, a unity of title must be <br />executed to unify the three parcels that constitute the <br />subject site. <br />2. Prior to occupancy of the fellowship hall, the applicant <br />shall obtain planning staff approval of the required type <br />"C" buffer. <br />Commissioner Eggert asked, and Director Boling confirmed that <br />three parcels are to be unified, but the parcel with the church <br />building will remain separate. The Technical Review Committee <br />presented both options and the church prefers not unifying all <br />parcels as one.
