state that these residential uses must be located within an <br />existing or future urban service area. <br />Since the subject property is located within an area designated as <br />L-2 on the county's future land use plan map and is located within <br />the county's urban service area and the applicants propose to <br />rezone the property to a residential use not greater than 6 units/ <br />acre, the proposed request is consistent with Future Land Use <br />Element Policies 1.11 and 1.12. <br />While Future Land Use Element Policies 1.11 and 1.12 are <br />particularly applicable to this request, other comprehensive plan <br />policies also have relevance. For that reason, staff evaluated the <br />subject request for consistency with all plan policies. Based upon <br />that analysis, staff determined that the request is consistent with <br />the comprehensive plan. <br />Compatibility with the Surrounding Area <br />Staff's position is that granting the request to rezone the subject <br />property to RM -6 will result in development which will be <br />compatible with surrounding areas. <br />Given the current development pattern on the north barrier island, <br />the proposed rezoning is warranted. Presently, multiple -family <br />development is allowed on all land bordering the subject property. <br />Therefore, the requested RM -6 zoning will continue an existing <br />development pattern. <br />Although both districts are generally low density residential in <br />character, there are some differences in terms of specific <br />permitted and conditional uses. The following table lists only <br />uses with permitting criteria that differ between the RS -6 and RM -6 <br />zoning districts. The table also gives the permitting criteria for <br />these uses under the RS -6 and RM -6 zoning districts.
