M M <br />L. Jail Boiler Failures - Budget Amendment 004 <br />The Board reviewed the following memo dated November 1, 1993: <br />TO: Board of County Commissioners <br />THRU: H.T. "Sonny" Dean, Director <br />Department of General Services <br />FROM: Lynn Williams, Supt. <br />Superintendent of Buildings & Ground <br />DATE: November 1, 1993 <br />SUBJECT: Indian River County Jail Boiler Failures <br />Budget Amendment 004 <br />CONSENT AGENDA <br />DESCRIPTION AND CONDITIONS: <br />Over the last two (2) weeks, we have experienced two (2) <br />unexpected boiler failures at the Indian River County Jail. The <br />heat exchanger on the hot water boiler serving Phase II of the Jail <br />failed and cannot be repaired. A replacement heat exchanger was <br />ordered at a cost not to exceed five thousand dollars ($5,000.00). <br />The contractor performing the repairs has recommended that the heat <br />exchanger also be replaced on a second boiler in Phase II. The <br />cost would be additional five thousand dollars ($5,000.00). <br />The second failure was the boiler of the convection steamer in <br />the Jail kitchen (ruptured and cannot be repaired). In this case, <br />the expense of component replacement (four thousand dollars) <br />exceeds the value of the equipment. Cost for replacement of the <br />steamer has been identified at five thousand seven hundred dollars <br />($5,700.00). <br />ALTERNATIVES AND ANALYSIS: <br />Buildings & Grounds Division budgeted twenty eight thousand <br />dollars ($28,000.00) system wide for maintenance of other <br />equipment. The repairs and replacement outlined about consume over <br />fifty percent (50%) of the years funding. <br />Alternative I - Repair the hot boiler and convection steamer <br />by major component replacement at a cost of nine thousand dollars <br />($9,000.00). Repair second hot water boiler upon failure. <br />Alternative II - Repair both water boilers (replacement heat <br />exchangers). Replace convection steamer with new equipment. Total <br />cost fifteen thousand seven hundred dollars ($1.5,700.00). <br />RECOMMENDATION AND FUNDING: <br />Staff recommend Alternative II as the most practical option <br />with the funding to be from General Fund Contingencies Account. <br />Commissioner Adams asked whether we could postpone purchasing <br />the second boiler, which is still working.
