M M <br />Much of the surrounding area consists of groves, particularly to <br />the west and . northwest. To the south, across 37th Street and a <br />drainage canal, is a combination of old groves, pasture, and <br />single-family homes on large tracts. Bordering the subject <br />property on the east is an uncleared five acre tract. East of that <br />tract, development consists of groves and single-family homes on <br />large tracts. North of the ten acre subject parcel is another ten <br />acre tract containing pasture and a single-family home. <br />Future Land Use Pattern <br />The subject property and all surrounding properties are designated <br />L-1, Low -Density Residential -1, on the county future land use map. <br />The L-1 designation permits residential uses with densities up to <br />three units/acre. <br />Environment <br />The subject property is composed predominately of large oak trees, <br />sable palmettoes, and the exotic Brazilian pepper. The Brazilian <br />peppers have not invaded the site completely, since the oak trees <br />are well established. The property is not within a flood hazard <br />area, and no wetlands exist on the site. <br />Utilities and Services <br />The site is within the Urban Service Area of the county. At the <br />present time, neither water nor wastewater lines extend to the <br />site. <br />Transportation System <br />The property abuts 37th Street which is classified as a collector <br />road on the future roadway thoroughfare plan map. This segment of <br />37th Street is a two-lane dirt road with approximately 30 feet of <br />existing public road right-of-way. It is programmed for expansion <br />to 60 feet of public road right-of-way by 2010. <br />ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of: <br />• concurrency of public facilities; <br />• compatibility with the surrounding area; <br />• consistency with the comprehensive plan; and <br />• potential impact on environmental quality. <br />Concurrency of Public Facilities <br />This site is located within the county Urban Service Area, an area <br />deemed suited for urban scale development. The Comprehensive Plan <br />establishes standards for: Transportation, Potable Water, <br />Wastewater, Solid Waste, Drainage and Recreation (Future Land Use <br />Policy 3.1).
