9 <br />BOOK 91 PAGE 60 <br />Wheeler agrees to the delete the cars, which will reduce the <br />request by about $40,000. <br />Commissioner Macht stressed that the other condition is that <br />the resource officers will be replaced. <br />Sheriff Wheeler agreed to replace one school resource <br />officer. He further explained that he will continue to work to get <br />the funding for next fiscal year for the school resource officers <br />from the School Board and the Commission. <br />Commissioner Eggert was in favor of getting at least one <br />school resource officer back and the COPE program expanded. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, to approve the Sherifffs <br />request for funds to match the grant for <br />supplemental hiring of officers, with the deletion <br />of new vehicles from the request and restoration of <br />one school resource officer. <br />Under discussion, Commissioner Tippin acknowledged that the <br />COPE program is a phenomenal success and was glad to hear that <br />there is dialogue between the Sheriff and the School Board, but he <br />pointed out that the funds all come from the same pocket. There is <br />no reason to find fault and he did not want to get involved in a <br />discussion about whether we have too many road patrol officers. He <br />did not want to oppose this request, but he pointed out that OMB <br />Director Baird quoted figures and said the funds are minimal in the <br />contingency funds. He also did not like to commit funds for <br />several years ahead for this grant. He could not support the <br />request. <br />Sheriff Wheeler contended that for purposes of accounting, <br />funds should come from the budget where the resources are used. <br />The school resource officers should be paid for by the School <br />Board. When deputies are sent to a movie theater or football game <br />or other business, that movie theater or business pays for the <br />deputies' time.
