H. <br />En i nmental Health Director <br />ndian River County Public Health <br />SUBJECT: Pollution Recovery Trust Fund, Use to Assist <br />Environmental Learning Center <br />When this department was given local program status by the <br />Florida Department of Environmental Protection (DEP), it <br />required the establishment of a "pollution recovery trust <br />fund" where fines are deposited when collected by the <br />department as ordered by the Environmental Control Board. <br />These fines are to be used to restore or enhance the <br />environment in Indian River County. The use of these <br />fines is by the Board of County Commissioners from <br />recommendations made by the Environmental Control Officer, <br />County Administrator, and County Health Officer. The <br />current balance in that account is over $20,000. <br />Recently we have been working with the Environmental Learning <br />Center, proposing they develop an innovative sewage treatment <br />system to serve the center so that students could be educated <br />as to how pollution from human waste may be prevented. To <br />this end, I have agreed to propose to the Board that $20,000 <br />dollars of the fund be authorized to assist in design and <br />construction of this project. <br />Therefore with this memo, I'request your concurrence for the <br />use of these funds in this manner and that an item be placed <br />upon the Board of County Commissioners' agenda to finalize <br />the contribution of funds to the center for this purpose. <br />These funds could be used in either or both the design and <br />construction phase. <br />Thank you in advance for your consideration.
