Keat ng, AICP <br />Community Development D actor <br />THRU: Sasan Rohani, AICP 5 <br />,e <br />Chief, Long -Range Planning <br />FROM: John Wachtel; <br />Staff Planner, Long -Range Planning <br />DATE: November 17, 1993 <br />RE: COUNTY INITIATED REQUEST TO AMEND THE TRAFFIC CIRCULATION <br />ELEMENT, THE FUTURE LAND USE ELEMENT, THE POTABLE WATER <br />SUB -ELEMENT, THE SANITARY SEWER SUB -ELEMENT, THE CAPITAL <br />IMPROVEMENTS ELEMENT, AND THE PORTS, AVIATION AND RELATED <br />FACILITIES ELEMENT OF THE COMPREHENSIVE PLAN <br />(CPTA 93-01-0101) <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of November 23, 1993. <br />DESCRIPTION AND CONDITIONS <br />On February 13, 1990, Indian River County adopted its comprehensive <br />plan. As required by state law, all development activities must be <br />consistent with the comprehensive plan, and all county activities <br />must conform to plan policies. Occasionally, the plan must be <br />updated to reflect the latest and best available information and to <br />address changed conditions. Additionally, the plan must <br />periodically be reviewed and revised in order to reflect the <br />community's changing needs and desires. For those reasons, the <br />county has initiated this amendment. <br />After reviewing the plan, staff determined that several elements <br />need to be revised. The affected elements are the Traffic <br />Circulation Element, the Future Land Use Element, the Sanitary <br />Sewer Sub -Element, the Potable Water Sub -Element, the Capital <br />Improvements Element, and the Ports, Aviation and Related <br />Facilities Element. <br />The proposed additions and deletions to the plan are shown on <br />attachment 4. In this attachment, deletions are indicated by <br />strike throughs, while additions are shown as underlined. Maps and <br />figures are labeled as either existing or proposed. <br />On April 22, 1993, the Planning and Zoning Commission voted 5-0 to <br />recommend that the Board of County Commissioners transmit the <br />proposed amendment to the state Department of Community Affairs <br />(DCA) for their review. <br />At its meeting of June 22, 1993, the Board of County Commissioners <br />considered the Planning and Zoning Commission's recommendation and <br />29 <br />L-NOV 2 31993 <br />BOOK 91 F,�r5 <br />
