The county received <br />this report on October 11, 1993. <br />DESCRIPTION OF THE AMENDMENTS BY ELEMENT <br />In this section, the proposed amendments to each plan element will <br />be discussed. The purpose is to identify the various portions of <br />the plan needing amendment and to present justification for the <br />amendment requests. <br />Traffic Circulation Element <br />The proposed amendment to the Traffic Circulation Element is to: <br />• incorporate the proposed Citrus Highway (County Road 609) on <br />the County Future Traffic Circulation Map and in the <br />Recommended Roadway Needs Plan; <br />• revise the Recommended Roadway Needs Plan to reflect the <br />widening of S.R. 60 west of I-95 to four lanes; and <br />• change the functional classification of Roseland Road, from <br />U.S. 1 to Indian River Drive,'from subdivision -collector to <br />collector. <br />- Citrus Highway (County Road 609) <br />The Citrus Highway is a proposed FDOT funded four -lane roadway to <br />be located within a corridor traversing Martin, St. Lucie, and <br />Indian River Counties (see attachment 2). Beginning at S.R. 710 <br />(the Beeline Highway) in Martin County and extending north through <br />St. Lucie County to C.R. 510 (Wabasso Road) in Indian River County, <br />the highway is to provide a roadway to serve large citrus hauling <br />trucks traveling from groves to packinghouses and from <br />packinghouses -to markets. It is anticipated that the diversion of <br />this heavy truck traffic will relieve present and projected <br />congestion on U.S. 1 and several east -west corridors (e.g. S.R. 60, <br />S.R. 68, and S.R. 70). St. Lucie County, acting as the lead <br />agency, has hired a consultant to complete a Corridor Planning and <br />Design Report (CPDR) which will assess the need for and impacts of <br />the highway. This consultant will also recommend a specific <br />alignment for the highway. <br />One purpose of the county's proposed amendment is to incorporate <br />the Citrus Highway on the Indian River County Traffic Circulation <br />Map. In a May 3, 1993 letter, FDOT District 4 staff requested that <br />the county amend its plan to incorporate the Citrus Highway <br />Corridor. According to FDOT, the Citrus Highway must be included <br />in the county's comprehensive plan to resolve an inconsistency <br />between a proposed state project and the applicable local plan. <br />The fact that the Citrus Highway was included in FDOT's Florida <br />Transportation Plan, but not in the county's comprehensive plan, <br />was first identified by DCA, which reviews the plans of state <br />agencies as well as local governments. In a letter, a copy of <br />which was sent to county planning staff (see attachment 3), DCA <br />notified FDOT that the Citrus Highway was not included in Indian <br />River County's Comprehensive Plan. In response, the county <br />initiated this amendment to update its comprehensive plan to <br />include the Citrus Highway. <br />30 <br />
