- Wastewater <br />The site is within the urban service area; however, wastewater <br />lines do not extend to the site at this time. Prior to final <br />consideration of this request by the Board of County Commissioners, <br />the applicant must enter into a developer's agreement with the <br />county which states that the developer agrees to connect to the <br />county wastewater system at the time of development. <br />When the subject property connects to county lines, it will be <br />serviced by the North County Wastewater Plant. Based upon the most <br />intense use allowed under the proposed amendment, development of <br />the property will have a wastewater generation rate of <br />approximately 477 Equivalent Residential Units (ERU), or 119,250 <br />gallons/day. This is based upon the level of service standard of <br />250 gallons/ERU/day. The North County Wastewater Plant currently <br />has a remaining capacity of.more than 800,000 gallons/day and can <br />accommodate the additional wastewater generated by the proposed <br />amendment. <br />- Solid Waste <br />Solid waste service includes pick-up by private operators and <br />disposal at the county landfill. Solid waste generation by a 477 <br />unit residential development on the subject site will be <br />approximately 763 Waste Generation Units (WGU) or 2260'cubic yards <br />of solid waste/year. A WGU is a Waste Generation Unit measurement <br />equivalent to 2.9625 cubic yards of waste/year. <br />According to the county's solid waste regulations, each residential <br />unit generates 1.6 WGU/unit. With the county's adopted level of <br />service standard of 2.37 cubic yards/person/year and the county's <br />average of 2 persons/unit, each WGU is equivalent to 1.25 people <br />(2/1.6 = 1.25) and 2.9625 cubic yards of solid waste/year (1.25 X <br />2.37). To calculate the total cubic yards of solid waste for the <br />most intense use allowed on the subject property under the proposed <br />land use designation, staff utilized the following formula: Total <br />number of WGUs X 1.25 X 2.37 (763 X 1.25 X 2.37 = 2260 cubic <br />yards/year). _ <br />A review of the solid waste capacity for the active segment of the <br />county landfill indicates the availability of more than 900,000 <br />cubic yards. The active segment of the landfill has a 3 year <br />capacity, and the landfill has expansion capacity beyond 2010. <br />Based on staff analysis, it was determined that the county landfill <br />can accommodate the additional solid waste generated by the site <br />under the proposed amendment. <br />- Drainage <br />All developments are reviewed for compliance with county stormwater <br />regulations which require on-site retention, preservation of <br />floodplain storage and minimum finished floor elevations. In <br />addition, development proposals must meet the discharge <br />requirements of the county Stormwater Management Ordinance. The <br />subject property is located within the M-3 Drainage Basin. <br />Therefore, development on the site would be prohibited from <br />discharging any runoff in excess of the pre -development rate. <br />In this case, the minimum floor elevation level of service <br />standards do not apply, since the property does not lie within a <br />floodplain. However, both the -on-site retention and discharge <br />standards apply. With the most intense use of this site under the <br />proposed amendment, the maximum area of impervious surface would be <br />approximately 4,155,624 square feet, or 95.4 acres.
