DEC - 7 1991 <br />BOOK <br />Environment <br />- Subject Property 1 <br />91 un 150 , <br />Subject Property 1 is currently used for agricultural purposes, <br />being a citrus grove. No wetlands or native upland plant <br />communities exist on site. The subject property is within an "AE" <br />100 year floodplain, with a minimum base flood elevation <br />requirement of 8 feet NGVD (National Geodetic Vertical Datum of <br />1929). <br />- Subject Property 2 <br />Subject Property 2 is not within a flood hazard area. The northern <br />portion of the property is intermixed with disturbed wetlands and <br />scrub habitat. Environmental planning staff have concluded that, <br />due to its former use as a sand mining operation, no intact (ground <br />cover, understory, and canopy) native upland plant communities <br />exist on the southern 50% of the site. <br />Utilities.and Services <br />- Subject Property 1 <br />Subject Property 1 is within the Urban Service Area of the County; <br />however, water and wastewater lines do not extend to the site. <br />- Subject Property 2 <br />Subject Property 2 is also within the Urban Service Area of the <br />County. In this case, water lines do not extend to the site, while <br />wastewater lines do extend to the site from the North County <br />Wastewater Treatment Plant. <br />Transportation System <br />- Subject Property 1 <br />Subject Property 1 has access to C.R. 510 which is classified as an <br />urban principal arterial roadway on the future roadway thoroughfare <br />plan map. This segment of C.R. 510 is a two-lane paved road with <br />approximately 100 feet of existing public road right-of-way. This <br />segment of C.R. 510 is not currently programmed for expansion. The <br />site also has access to 46th Avenue which is a local road. <br />- Subject Property 2 <br />Subject Property 2 has no road frontage. The overall #15 acre <br />parcel containing Subject Property 2, however, has access to 77th <br />Street (Hobart Road) via an easement, This segment of 77th Street <br />is classified as an urban minor arterial on the future roadway <br />thoroughfare plan map. Currently an unpaved two lane roadway with <br />approximately 80 feet of public road right-of-way, this segment of <br />77th Street is programmed to be paved by 1995. <br />ANALYSIS AND ALTERNATIVES <br />In this section, an analysis of the reasonableness of the <br />application will be presented. Following a discussion of node <br />reconfiguration, the analysis will include a description of: <br />• concurrency of public facilities; <br />• compatibility with the surrounding area; <br />• consistency with the comprehensive plan; <br />• potential impact on environmental quality; and <br />• alternatives. <br />48 <br />- M <br />
