M <br />that would expand the USA, but which would not change the land use <br />designation of the subject property. <br />On June 22, 1993, the Board of County Commissioners considered the <br />comprehensive plan amendment request to expand the USA and <br />redesignate land from AG -1 to R. At that time, the Board voted not <br />to transmit the proposed amendment to DCA for its review; instead, <br />the Board directed staff to research the issue further and to <br />schedule a Board workshop to discuss the issue in more detail. In <br />taking this action, the Board indicated that it wanted to revisit <br />'the comprehensive plan's utility provisions in general, rather than <br />focusing only on urban service area expansion. <br />At the Board workshop held on July 27, 1993, the Board directed <br />staff to initiate this comprehensive plan text amendment, revising <br />Potable Water Sub -Element Policy 5.9 and Sanitary Sewer Sub -Element <br />Policy 5.9 to allow utilities service to lots located within a <br />quarter of a mile of the USA. Of the 700+ policies of the <br />comprehensive plan, these are the only two that prohibit extension <br />of water and sewer services outside of the USA. <br />Capital Improvements Element <br />As part of the Capital Improvements Element (CIE) of the <br />comprehensive plan, the county adopted a Capital Improvements <br />Program (CIP). As amended, the CIP now addresses the 1992-1997 <br />period. Since it is already 1993, the county must revise its CIP <br />to reflect the appropriate time period. <br />While some of the improvements identified and budgeted in the <br />current CIP have already been accomplished, other improvements need <br />to be re-evaluated in terms of costs, revenues, and prioritization. <br />At the time of plan adoption, it was known that the CIP would <br />become outdated each year; therefore, one of the policies of the <br />CIE (policy 1.1), as adopted, requires annual evaluation and update <br />of the CIP. Also, state regulations mandate that the CIE be <br />amended if conditions change to warrant it. <br />The CIP is an important part of the Capital Improvements Element. <br />Since the CIP incorporates improvements reflected in other plan <br />elements, and estimates and projections reflected in other portions <br />of the Capital Improvements Element, revisions to the CIP require <br />amendment to the CIE as a whole. The Capital Improvements Element, <br />as proposed for revision, is attached. <br />ANALYSIS AND ALTERNATIVES <br />In this section, an analysis of the proposed changes by element <br />will be provided. Consistency of the amendments with the <br />comprehensive plan and alternatives to the proposed changes will <br />also be addressed. <br />Sanitary Sewer and Potable Water Sub -Elements <br />The corridor analysis prepared by staff pursuant to the <br />requirements of Future Land Use Element Policy 1.37 contained <br />several important findings and conclusions. First, the analysis <br />found that it was necessary to use the roadways programmed for <br />utility line installation to accommodate the lines because other <br />rights-of-way were already too crowded. <br />Second, the analysis found that it would be cost effective if <br />utility service were made available to those lands adjacent to <br />roadways serving as utility corridors.
