There has also been a change in circumstances. Since adoption of <br />the comprehensive plan, the utilities master plan has been revised. <br />This revision includes changes to the county's proposed utility <br />collection and distribution systems in order to provide service to <br />residentially and commercial/industrially designated areas in the <br />county. While the utilities master plan identifies the location of <br />all existing water and sewer lines, the most important part of the <br />plan is its program to install utility lines needed to serve areas <br />within the approved USA that are not presently served. Since the <br />revision of the utilities master plan constitutes a change in <br />'circumstances, this meets the third criterion of Future Land Use <br />Element Policy 13.3. <br />° Capital Improvements Element <br />Revisions to the CIP and the CIE are necessary to reflect changes <br />in circumstances. In that period since the CIE was last revised, <br />capital improvements have been completed; others have been added; <br />revenue projections have changed, and priorities have been <br />modified. These circumstances warrant the amendment. <br />- Consistency with Other Policies of the Plan <br />The table below lists those other policies of the plan which are <br />consistent with each of the proposed comprehensive plan amendments. <br />Other Plan Policies Consistent with Proposed Amendments <br />S.S. & P.W. Where utility lines exist, or are programmed to be <br />installed within the right-of-way of roads serving as USA <br />boundaries, the study must examine the financial, environmental and <br />physical impacts of providing urban services to both sides of the <br />right-of-way. The completed study is included as part of this <br />staff report. <br />Based on the study, the county must identify and assess necessary <br />changes to the comprehensive plan. The study concluded that, based <br />on the Utilities Master Plan, USA expansion is warranted. Based on <br />that conclusion, staff prepared a comprehensive plan amendment to <br />expand the USA. However, as previously indicated, the Board of <br />County Commissioners voted not to transmit the proposed amendment <br />to the state for its review. After receiving public comment, the <br />Board determined that the issues raised in the corridor study could <br />be better addressed through a comprehensive plan text amendment. <br />The proposed amendment implements Future Land Use Element Policy <br />1.37 by addressing the issue of utilities service to both sides of <br />roads serving as USA boundaries, <br />74 <br />BOOK 91 PAGE 177 <br />DEC ® 71993 <br />
