��r m r) 1093 BOOK 91 FACE 178 <br />- Future Land Use Element Objective 1 <br />Future Land Use Element Objective 1 states that the county will <br />have an efficient land use pattern that reduces urban sprawl. One <br />reason that urban sprawl is considered an undesirable land <br />development pattern is that sprawl development is expensive and <br />inefficient -to serve with infrastructure. In contrast, land <br />adjacent to utility lines can generally be served efficiently. The <br />proposed amendment will allow the provision of urban services to <br />land adjacent to utility lines, thereby increasing the efficiency <br />of urban service provision. For that reason, the proposed <br />amendment implements Future Land Use Element Objective 1. <br />- Economic Development Element Objective 1 <br />Economic Development Element Objective 1 states that the county <br />will reduce its unemployment rate. The proposed amendment will <br />allow the most efficient and economically feasible delivery of <br />water and sewer service to the County's commercial/industrial <br />nodes. The availability of water and sewer service at these nodes <br />will make the nodes significantly more attractive to potential new <br />employers. Therefore, the proposed amendment is consistent with <br />Economic Development Element Objective 1. <br />- Economic Development Element Objective 7 <br />Economic Development Element Objective 7 states that, by 1995, the <br />county will upgrade its water and sewer facilities to provide <br />adequate capacity for future economic growth. By delivering water <br />and sewer service to the County's commercial/ industrial nodes, the <br />county is providing adequate capacity to accommodate future <br />economic growth. The proposed amendment will ensure that water and <br />sewer service is efficiently and economically provided to these <br />nodes. Therefore, the proposed amendment implements Economic <br />Development Element Objective 7. <br />° Capital Improvements Element <br />- Capital Improvements Element Policies 1.1, 1.2, 1.3, 1.4, <br />1.11 and 1.12 <br />Capital Improvements Element Policies 1.1, 1.2, 1.3, 1.4, 1.11, and <br />1.12 require the County to maintain and implement a capital <br />improvements program which is evaluated and updated annually. <br />These policies also describe how the county will evaluate and <br />prioritize capital improvements. By updating the CIP in accordance <br />with these requirements, the proposed amendment is consistent with <br />these policies. <br />- Capital Improvements Element -Policy 1.10 <br />Capital Improvements Element Policy 1.10 states that the county <br />shall include all capital expenditures in excess of $25,000 in its <br />schedule of improvements. The proposed amendment identifies all <br />capital expenditures in excess of $25,000. Therefore, the proposed <br />amendment is consistent with Capital Improvements -Element Policy <br />1.10. <br />- Future Land Use Element Policy 11.3 (Hurricane Evacuation <br />Time Analysis) <br />Future Land Use Element Policy 11.3 requires the county, as part of <br />its annual CIE review, assess the impact of new development on <br />hurricane evacuation times.
