McCoy, AICRI**' <br />Senior Planner, CuxTelit' Development <br />DATE:_ November 30, 1993 <br />BOOK 91 ,u 231 <br />SUBJECT: Indian River County Department of Utility Services' <br />Request for Special Exception Approval for an Expansion <br />of the North County Sub -Regional Wastewater Treatment <br />Plant <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of December 14, 1993. <br />PROPOSED DEVELOPMENT AND LOCATION BACKGROUND: <br />Masteller & Moler, Inc. has submitted an application for special <br />exception and major site plan approval to construct an expansion of <br />the existing north county wastewater treatment plant. The subject <br />property is zoned A-1, Agricultural, and is located on the north <br />side of 77th Street just east of Hobart Park at 5150 77th Street. <br />Regional and sub -regional waste water treatment plants are <br />considered a major utility use which requires special exception <br />approval in the A-1 zoning district. The proposed expansion <br />requires special exception approval since it will result in a <br />facility area increase of more than 10%. <br />The applicant proposes to add a one (1) million gallon per day <br />(gpd) expansion (phase II) to the existing one (1) million gallon <br />per day facility. In addition, the applicant is also seeking <br />approval for the ultimate expansion ("future phases") of this plant <br />site to a 4.0 million gallon per day facility with 4 large effluent <br />storage tanks. <br />Pursuant to Section 971.05 of the LDRs, the Board of County <br />Commissioners is to consider the appropriateness of the requested <br />use based on the submitted site plan and suitability of the site <br />for that use. The Board may approve, approve with conditions or <br />deny the special exception use. The County may attach any <br />conditions and _safeguards necessary to mitigate impacts and to <br />ensure compatibility of the use with the surrounding area. <br />At its November 4, 1993 meeting, the Planning and Zoning Commission <br />voted unanimously to approve the major site plan application <br />subject to Board of County Commissioners approval of the special <br />exception request and to recommend that the Board of County <br />Commissioners approve the special exception use. As part of its <br />special exception use approval recommendation to the Board of <br />County Commissioners, the Planning and Zoning Commission added an <br />approval condition requiring the applicant to fence the entire <br />plant area, including the plant site's lake .frontage, to keep <br />unauthorized persons from entering the plant site. At the Planning <br />and Zoning Commission meeting, the applicant's engineer stated that <br />the applicant did not object to the fencing condition. <br />12 <br />
