B. The business ("anchor") would commit to creating a certain <br />number of jobs, and would obtain site plan approval and would <br />develop its tract within the industrial park. <br />C. The state, based upon the job creation commitment from the <br />business ("anchor") and other factors, would grant money for <br />infrastructure improvements necessary to serve the business. <br />D. The county would apply for and administer the grant monies, <br />and could also consider waiving administrative review fees for <br />applications related to rezoning and subdivision approval and <br />permitting. In addition, county staff may be able to provide <br />some design assistance. <br />Staff and the Council of 100 will need to continue to research many <br />details of such a cooperative deal and will need to continue to <br />coordinate closely with the parties involved in order for the <br />project to move forward. Staff anticipates that no expenditure of <br />county funds would be needed; however, staff time and services <br />would be required and review fee waivers could be given. If a <br />cooperative deal is formulated, staff would then seek Board <br />approval and authorization for -modifying, finalizing, or rejecting <br />a formulated deal. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners authorize <br />staff to further research and pursue formulation of a cooperative <br />venture to develop an industrial park in the 74th Avenue/Oslo Road <br />commercial/industrial node. <br />Community Development Director Bob Keating confirmed that the <br />County is seeking a person to fill the position of economic <br />development planner, and the person who is hired for that position <br />will be working on this project. <br />Commissioner Adams led discussion on funding details, and <br />Planning Director Stan Boling explained that the amount of the <br />grant depends upon the number of jobs created. <br />Alan Campbell, economic development director of the Council of <br />100, explained that $12,000 will be awarded for each new full-time <br />job. Representatives from the Council of 100 will meet with <br />representatives of the prospective company over the Christmas <br />holidays in an attempt to get a firm commitment from them, which we <br />must have before we can apply for the grant. <br />21 <br />k DEC 14 1993 <br />BOOK 91 FacF f 40 <br />
