r DEC 14199 <br />BOOK 91 F, 241 <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously (4-0, <br />Chairman Bird being absent) granted conceptual <br />approval of a cooperative venture to develop an <br />industrial park in the 74th Avenue/Oslo Road <br />commercial/industrial node. <br />800 MHZ COMMUNICATIONS STUDY PRESENTATION BY PALLANS ASSOCIATES <br />Emergency Services Director Doug Wright commented from the <br />following memo dated December 7, 1993: <br />TO: Board of County Commissioners <br />THROUGH: Jim Chandleunty Administrator <br />FROM: Doug Wright Director <br />Department of Emergency Services _- <br />DATE: December 7, 1993 <br />SUBJECT: SOOMHz Communications Study Presentation By <br />Pallans Associates <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />On September 14, 1993, after following the Consultants Competitive <br />Negotiations Act selection process, the Board of County <br />Commissioners approved a contract with Pallans Associates to, <br />conduct a study of the communications system in Indian River <br />County. The contract provided for the study to encompass only <br />Phase I and II of the Request For Proposals in Section 3.0, Scope <br />of Services. The RFP which was issued when the consultant <br />proposals were advertised and selection made, consisted of a total <br />of five phases for the complete communications project. <br />In Phase I, the Consultant was required to conduct a complete <br />analysis of the County and governmental entities current systems, <br />including the base station equipment, communications centers, <br />mobile and portable units, and tower site performance vs potential <br />performances.' <br />Pursuant to Phase II, the Consultant was to conduct a complete <br />assessment of the County and governmental entities future needs. <br />The assessment required that all types of available communications <br />technology be considered equally as well as information on <br />improving existing communications systems with cost information on <br />-- current and new technology. <br />Mark Pallans of Pallans Associates will present the information on <br />December 14, 1993, and answer any questions the Board may have <br />regarding the study findings, conclusions, and recommendations. <br />22 <br />
