M M <br />Staff requests the Board accept the contracts (total price of $191,928.25.) <br />and direct the Chairman to execute the contracts on the Board's behalf. <br />Funding is available in Account No. 309-215-541-066.12. <br />Public Works Director Jim Davis recounted that staff presented <br />a recommendation at last week's BCC meeting to purchase the <br />Virginia Walker Russell parcel for approximately $46,000. The <br />Board directed staff to ask the property owners to reconsider the <br />County's offer to purchase the parcel at its appraised value. The <br />owners of all of the subject parcels now have accepted the County's <br />offer to purchase the rights-of-way at the appraised values, but <br />they want the County to reimburse them for legal costs. In <br />addition, it is staff's recommendation to reimburse the owners of <br />the Virginia Walker Russell Parcel for approximately 31 citrus <br />trees located outside the right-of-way which must be removed to <br />provide grove access that is being lost due to the County's <br />purchase. <br />Commissioner Macht stated that, as he mentioned at previous <br />Board meetings, the County should train an employee or hire an <br />outside negotiator to make these purchases. The appraised values <br />often are too high, and in some instances the County enhances <br />property values by making improvements, and then pays a higher <br />price when purchasing that right-of-way. <br />Administrator Chandler pointed out that some of the property <br />owners wanted more than the appraised value, and County staff <br />negotiated with them and persuaded them to accept the County's <br />offer. <br />Commissioner Tippin commented that it would cost the County a <br />lot more money to go through a condemnation procedure. <br />Commissioner Adams led discussion about the necessity of <br />purchasing the parcels, and Director Davis explained that these <br />parcels are needed to correct a drainage problem between the one - <br />mile ridge and the FEC Railroad tracks. He noted that these are <br />the final purchases of rights-of-way for all the connecting <br />roadways for 53rd Street, 45th Street, and 41st Street between U.S. <br />1 and Indian River Boulevard.
