Reed <br />Knight; and William and Selma I. Luther for purchase <br />of right-of-way, as recommended by staff. <br />SEVEN (7) CONTRACTS ARE ON FILE <br />IN THE OFFICE OF CLERK OF THE BOARD <br />INDIAN RIVER SOCCER ASSOCIATION - REQUEST FOR LONG TERM LEASE OF 25 <br />ACRES OF THE OSLO DUMP SITE LOCATED SOUTH OF IST STREET WEST OF OLD <br />DIXIE HIGHWAY <br />The Board reviewed the following memo dated December 7, 1993: <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E., <br />Public Works Director <br />SUBJECT: Request by Indian River Soccer Associatlen for <br />Long Term Lease of 25 Acres of the Oslo Dump <br />Site Located South of 1st Street West of Old <br />Dixie Highway <br />REF. LETTER: Alan Campbell, IRSA, to Jim Davis dated Oct. 21, 1993 <br />DATE: December 7, 1993. FILE: SWOM.AGM <br />DESCRIPTION AND CONDITIONS <br />The rapidly growing Indian River Soccer Association (IRSA) is <br />requesting a long term lease to utilize approximately the south 25 <br />acres of the Oslo Dump site located west of Old Dixie Highway south <br />of 1st Street. The site was used in the 1960's and early 1970's <br />for a landfill. The Soccer Association is now serving over 700 <br />youth, and it has outgrown available facilities. <br />Since the IRSA is well organized and solvent, it has indicated to <br />staff and the Parks and Recreation Committee that if use of the <br />land is approved the association will seek primarily private, but <br />possibly public, funds to construct a high quality soccer complex. <br />Some reclamation of the land will be necessary to prepare the site. <br />ALTERNATIVES AND ANALYSIS <br />The Parks and'Recreation Committee considered the request on Dec. <br />2, 1993. After an impressive presentation, the Committee <br />unanimously approved the recommendation for the County to lease the <br />site to the IRSA at a nominal cost. <br />Both the Solid Waste Disposal District staff and Public Works <br />Department staff have no objection. The County's Recreation Master <br />Plan has programmed the site for an unspecified recreation purpose. <br />28 <br />
