Bird, Chairman <br />REPORT ON FACO LEGISLATIVE CONFERENCE <br />Vice Chairman Tippin reported that he attended the FACo <br />Legislative Conference in Tallahassee two weeks ago along with <br />Commissioner Adams, at which time they presented our list of <br />requests to the chairperson. A legislative package that included <br />V a number of our requests was developed at the conference. There <br />were a number of discussions about "reinventing government," and <br />representatives seem to be responding to the taxpayers' demands for <br />accountability on the part of the bureaucracy. For example, the <br />President of the Senate objected to the Florida Department of <br />Environmental Protection (DEP) request for nearly 400 new <br />positions. Commissioner Tippin felt that it was important for us <br />to be aware of what is going on in Tallahassee. <br />PELICAN ISLAND WILDLIFE REFUGE SIGNS <br />Commissioner Adams reported that "Unauthorized Entry <br />Prohibited" signs recently were posted at the Pelican Island <br />Wildlife Refuge. Ron Hight of the U.S. Fish and Wildlife Service <br />told her that the signs replaced the old refuge boundary markers <br />that were faded beyond recognition. Apparently, they had 7 or 8 <br />boxes of these signs and they wanted to find a use for them. <br />Commissioner Adams directed the Board's attention to a letter from <br />the U.S. Fish and Wildlife Service dated October 16, 1962, stating <br />that "fishing and boating would be freely permitted except in <br />instances where such use might disturb nesting birds or <br />concentrations of waterfowl." She stressed that the signs are <br />misleading and unnecessary and should be removed. <br />48 <br />
