_ M M <br />PSAC Recommendation: Adopt the proposed amendments with <br />one major change, exempt amateur <br />radio towers from any special local <br />regulations including the proposed <br />regulations. <br />Planning Staff's <br />Recommendation: Adopt the proposed amendments as <br />presented. <br />PZC Recommendation: No motion carried 4 or more_votes; <br />therefore, no official <br />recommendation was made. However, <br />the Planning and Zoning Commission <br />voted 3-1 to recommend that the <br />Board of County Commissioners accept <br />staff's recommendation and adopt the <br />proposed ordinance. <br />Commissioner Macht led discussion regarding the criteria for <br />a tower over 70 feet in height. <br />Director Boling advised that the applicant must demonstrate <br />the need for a tower more than 70 feet in height, and Commissioner <br />Macht thought the FCC would endorse a justification of need because <br />range is based largely on antenna height. <br />The Vice Chairman opened the public hearing and asked if <br />anyone wished to be heard in this matter. <br />Al Smith, communications officer for the Office of Emergency <br />Management in Indian River County, read aloud the following letter: <br />Fred Sarg <br />3306 First Road <br />Vero Beach, FL 32968 <br />407/778-0784 Call sign N4wlm <br />Re.
