TO: The Board of County Commissioners <br />FROM: Citizens Affected by the'Vero Beach High <br />Voltage Power Line <br />I) <br />The following changes to the proposed LDR amendments are needed in <br />order to mitigate for the fall zone of poles/posts, especially <br />those with high voltage electric lines connected to them. The <br />purpose of the change is for the county to ensure the health, <br />safety and welfare of its residents. <br />Section 2: Communication Transmission Tower <br />Must change to read as "Towers/Poles/Posts and any similar <br />tall structures" throughout the proposed amendment. <br />The danger of falling power poles/posts is even greater than that <br />of transmission towers as there are many more power poles than <br />transmission towers. -There are also hot electric lines connected <br />to the power poles. <br />Mr. Gunno argued that Section 2 should include "Towers/ <br />Poles/Posts and any similar tall structures." He quoted the <br />definition of structures in the State Statutes and argued that it <br />should be included in the proposed amendment to the LDR. He <br />conceded that his argument is more appropriate to Section 10 of the <br />proposed amendments to the LDR. <br />Brenda Kramer, resident of Vero Highlands, stated that she <br />grew up in Nebraska. Her father was a ham radio operator and she <br />noticed a connection between lightning and tall structures. She <br />gave the example of a resident of Vero Highlands whose home was <br />struck by lightning on three occasions, and on one occasion all <br />electronics in the home were completed destroyed. She asked <br />whether the FCC has requirements for liability insurance and <br />suggested that applications be reviewed by Planning Staff to <br />confirm that all applicants have insurance. <br />Bonnie Rohani, 644 S.W. 25th Street, asked whether Attorney <br />Vitunac's opinion was given to the Board and whether the <br />Commissioners had time to review the originally proposed amendment <br />which included the language "towers/poles/posts and any similar <br />tall structures." She agreed that Mr. Gunno presented a different <br />interpretation and suggested that Attorney Vitunac's opinion was <br />personal, albeit professional, and that other attorneys had other <br />opinions. Ms. Rohani stated that it is an insult to her <br />intelligence to suggest that similar structures which carry high <br />voltage do not present a danger equal to a communication <br />transmission tower.
