She urged the Board to consider this matter further before <br />making a final determination. <br />The Vice Chairman determined that no one else wished to be <br />heard and thereupon closed the public hearing. <br />Commissioner Adams asked Emergency Services Director Doug <br />Wright for his views on Section 2. <br />Emergency Services Director Doug Wright assured the Board that <br />R.A.C.E.S. is an asset to the county and he would like to see the <br />Board accommodate the communications efforts of the R.A.C.E.S. <br />members. At the same time we must ensure that it does not create <br />problems to neighboring property. Emergency Services needs and <br />depends on the amateur ham radio operators in case of disaster. He <br />felt that there are adequate remedies in law if the towers cause <br />problems. Regarding cable television and wireless technology, <br />Director Wright predicted new technology would eliminate the need <br />for towers and this is not a problem that will involve us for any <br />length of time. <br />Commissioner Adams was not concerned about towers falling <br />down, because freaky accidents happen. She was not in favor of <br />exemptions to any LDR. She felt that if we regulate height of <br />towers, we may have to regulate the height of trees and other <br />things. <br />Commissioner Macht saw this as regulation where there has been <br />no damage that calls for intervention. He objected to the clause <br />requiring justification for a need for height greater than 70 feet. <br />A person who requests a permit knows what he needs and it would be <br />ridiculous to require him to justify the need. He pointed out that <br />there is a rigorous procedure to obtain an FCC license and great <br />expense to erect a tower. Commissioner Macht did not favor <br />exemptions, and he preferred the PSAC recommendation. <br />Discussion ensued regarding proper design, construction and <br />installation of the tower. <br />Director Keating stated that applicants require a building <br />permit, and the tower design would be addressed in the site plan. <br />Commissioner Macht pointed out that the applicant would have <br />the obligation to obtain a statement from the tower manufacturer <br />regarding poundage load, wind load and height guidelines. <br />Commissioner Eggert clarified that we are differentiating <br />between the amateur radio operator towers and any other towers. <br />Commissioner Macht was in 6ympathy with the Vero Highlands <br />is <br />- M M <br />
