BOOK 91 uu.280 <br />DEC 14 1993 <br />-Alternatives <br />There are several alternative means of addressing the issue of <br />landclearing debris burning. These alternatives are as follows: <br />A. Delete provisions for permanent, private burn facilities and <br />for temporary (6 month) burn sites. Retain provisions for on- <br />site burning and the other exemptions described on page 3 of <br />this _report. <br />B. Retain all current provisions for permanent, private burn <br />sites and temporary (6 month) sites. <br />C. Delete provisions for permanent, private burn sites and allow <br />temporary (6 month) sites via temporary use permit criteria <br />relating to special setbacks, access, and haul route <br />requirements. <br />D. Delete provisions for permanent, private burn sites and <br />generally prohibit temporary (6 month) sites except for.an <br />allowance to burn debris.from road projects off-site. <br />E. Delete provisions for permanent private burn sites and allow <br />temporary (6 month) burn sites only until SWDD opens a north <br />county facility that accepts landclearing debris. <br />PSAC Recommendation: Adopt alternative "B", with no changes to <br />the current LDRs. <br />Planning Staff <br />Recommendation: -Based upon the Board of County <br />Commissioner's direction, adopt <br />alternative "A" or "E", to delete <br />provisions for permanent private burn <br />sites *and to delete provisions for <br />temporary (6 month) burn sites. <br />PZC Recommendation: (On a 5-0 vote) Delete provisions for <br />permanent, private burn sites and keep <br />Provisions for "temporary" (6 month) burn <br />sites [similar to alternative "C" but <br />without temporary use permit criteria]. <br />Commissioner Macht led discussion regarding Alternative C, <br />which would allow temporary burning on land clearing sites. He <br />considered this policy more practical than transporting debris to <br />the Landfill. It causes less traffic and pollution, and saves <br />time. <br />Director Keating responded that on-site burning is allowed on <br />a site that is being cleared as long as it meets the separation <br />distances. <br />Director Boling noted that our Public Works Department takes <br />advantage of that on-site burning allowance. Off-site burning is <br />also allowed at locations such as the fairground site, which was <br />used recently by the Public Works Department. <br />8 <br />_ M M <br />
