STRUCTURAL FAILURE - WEST REGIONAL WASTEWATER TREATMENT PLANT <br />The Board reviewed the following memos dated December 30 and <br />December 28, 1993: <br />DATE: December 30, 1993 <br />TO: JAMES E. CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: TERRANCE G. PINTO <br />DIRECTOR OF UTIL SERVICES <br />SUBJECT: STRUCTURAL FAILURE - WEST REGIONAL WASTEWATER <br />TREATMENT PLANT <br />ACKGROUND: <br />On December 25, 1993, Christmas Day, there was a major structural <br />failure of the clarifier walls at the West Regional Wastewater <br />Treatment Plant. The staff, working Christmas day and night, was <br />able to prevent the wall from totally collapsing by bracing it with <br />timbers. <br />ANALYSIS: <br />The treatment plant is 8 years old, with an expected life of 30 <br />years. The cause of the failure has not been determined. We have <br />notified the design engineer, Carter Associates, Inc., Williams, <br />Hatfield, and Stone, and the manufacturer of the treatment plant, <br />Marolf Company. <br />Our legal staff has been notified and the engineering firm of Camp, <br />Dresser & McKee, Inc., with whom we have a continuing contract for <br />engineering service, has been authorized to perform an independent <br />evaluation. <br />RECOMMENDATION: <br />We request the Board of County Commissioners to authorize the staff <br />to continue under emergency conditions to repair the structure and <br />determine liability. At this time, no cost estimates are <br />available. <br />DATE: DECEMBER 28, 1993 <br />TO: TERRY PINTO, UTILITIES DIRECTOR <br />FROM: TERRY SOUTHARD, WASTEWATER SUPERINTBNDENTp <br />SUBJECT: WEST REGIONAL CLARIFIER WALL PROBLEM <br />Jim DeGraffenreid was notified by John Mittendorf that the <br />clarifier guide bracket was broken on the Northeast side. Jim went <br />and looked over the problem and found that the chain was off the <br />sprocket, causing the flygt boards to hit the weir support bars. <br />Jim notified me and after trying to put the chain back on I decided <br />to pump the clarifier down. I called in our plant mechanic and the <br />on-call liftstation mechanic, along with the operator from the <br />Gifford and North County plants to help set up the equipment and <br />repair the problem. <br />35 <br />JAN 1994 BOOK 91 P}tiGF397 <br />
