A development order approving the Village <br />Green DRI for a mobile home park project was adopted on August 19, <br />1981. <br />On January 4, 1994, the Board of County Commissioners amended the <br />development order pertaining to the Village Green DRI, now also <br />known as Countryside, to allow single-family development on the <br />subject property (contingent upon Board approval of a single-family <br />zoning district for the subject property). With that action, the <br />request is now consistent with the approved use of the subject <br />property and can be heard by the Board of County Commissioners. <br />Existing Land Use Pattern <br />The subject property and properties to the south and west are zoned <br />RMH-8, Mobile Home Residential District, and are vacant. North of <br />the subject property is The Countryside North Mobile Home Park <br />which is also zoned RMH-8. To the east, across 82nd Avenue, is <br />land zoned A-1, Agricultural District (up to 1 unit/5 acres). Most <br />of this land is vacant, the exception being a youth camp near the <br />subject property. <br />Future Land Use Pattern <br />The subject property and property to the north, south, and west are <br />designated M-11 Medium -Density Residential -1 (up to 8 units/acre) <br />on the future land use map. The M-1 designation allows residential <br />uses with densities up to 8 units/acre. Land to the east, across <br />82nd Avenue, is designated AG -1, Agricultural -1 (up to 1 unit/5 <br />acres) on the future land use map. The AG -1 designation allows <br />agricultural uses and residential uses with densities up to 1 <br />unit/5 acres. <br />Environment <br />According to County Flood Insurance Rate Maps, the subject property <br />is located in a Zone X; this indicates that the property is outside <br />of the 100 -year floodplain. A cursory inspection by environmental <br />planning staff indicates that small pockets of degraded isolated, <br />wetlands exist on portions of the subject property. <br />Vegetation on the property is indicative of pine flatwoods that has <br />been cleared in years past for agricultural purposes. Although <br />protected native trees exist on the property, environmental <br />planning staff have concluded that no intact (ground cover, <br />understory, and canopy) native upland plant communities exist on <br />the site. <br />Utilities and Services <br />The site is within the Urban Service Area of the County. <br />Wastewater lines extend to the site from the West Regional <br />Wastewater Treatment Plant. The South County Reverse Osmosis Plant <br />provides potable water to the site. <br />Transportation System <br />The property has access to 82nd Avenue which is classified as an <br />urban minor arterial roadway on the future roadway thoroughfare <br />plan map. This segment of 82nd Avenue is a two-lane paved road <br />with approximately 80 feet of existing public road right-of-way. <br />While 82nd Avenue is not presently programmed for expansion, it is <br />one of the possible routes being considered for the proposed Citrus <br />Highway through Martin, St. Lucie, and Indian River Counties. <br />2 <br />26 <br />
