Fr - <br />JAN 25 1994 <br />800E 91 F"� -C 598 <br />Administrator Chandler clarified that the only private roads <br />being graded are in the Fellsmere District. He explained that <br />Fellsmere is different from the other drainage districts because <br />there is residential property in that district that has had access <br />problems since the 1970s. We are also grading roads in the St. <br />Johns District, but there is no privately owned property in that <br />area, and the St. Johns District has been providing us with fill <br />dirt in exchange for maintenance services. <br />Commissioner Bird suggested that we continue to provide <br />maintenance services in exchange for fill dirt, but if we reach a <br />point where they no longer have anything to trade, we may want to <br />look at the MSTU or MSBU approach. <br />Lengthy discussion ensued, and Commissioner Adams acknowledged <br />that this would be a huge undertaking. <br />Director Davis indicated that staff is not recommending that <br />we take existing maintenance resources and move them into these <br />areas. If the level of services is increased in any of the <br />districts, the cost of purchasing equipment and hiring people would <br />be funded by an MSTU or MSBU and would not have an adverse impact <br />on our current budget. <br />Administrator Chandler emphasized that staff is not <br />recommending that we immediately assume responsibility for <br />maintenance of roads within any of the districts, but rather that <br />we should only get involved through an MSTU or MSBU. <br />Commissioner Macht felt that we were getting into a big snake <br />pit by doing this. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Bird, Commissioner Macht voting in <br />opposition, the Board by a 4 to 1 vote agreed that, <br />if the County elects to perform any maintenance <br />services within the FS 298 drainage districts, an <br />interlocal agreement should be reached with that <br />particular district, funded by establishment of a <br />separate MSTU or MSBU so that revenue would be from <br />the area where the services are provided, as <br />recommended by staff. <br />
