SEBASTIAN UTILITIES RATES <br />The Board reviewed the following memo dated January 13, 1994: <br />DATE: JANUARY 13, 1994 <br />TO: JAMES E. CHANDLER <br />COUNTY ADMINISTRATOR _ <br />FROM: TERRANCE G. PINTO <br />DIRECTOR OF UTILI VICES <br />PREPARED HARRY E. ASH <br />AND STAFFED ASSISTANT DIRECTOR OF UTILITY SERVICES <br />BY: <br />SUBJECT: SEBASTIAN UTILITIES RATES <br />Indian River County acquired the utility services serving the River Run and <br />Reflections developments through franchise agreements. The County provides <br />wastewater treatment for the two developments with its North County <br />Regional Wastewater Plant located on Hobart Road. Water service for the <br />two developments was previously supplied by General Development Utilities, <br />until the recent purchase of GDU by the City of Sebastian. <br />ANALYSIS <br />Water service is provided to the two developments with a 6" master meter <br />for each development. These meters are located on the west side of US 1. <br />Service previously provided by GDU for each development was billed under <br />the GDU tariff for a 6" meter plus a volume charge. <br />The City of Sebastian advises that the County will be billed under the <br />residential and multifamily service rate rather than general service rate <br />for a 6" meter. County purchased water costs for water service to the two <br />developments will increase by $27,258.00 (70% increase). In addition, an <br />automatic annual increase equal to the Consumer Price Index (CPI) or a <br />minimum of 3% per year will occur beginning October 1, 1994 through and <br />including October 1, 1997. This would equal another minimum increase of <br />12% over the next 4 years. <br />The County has authorized design for construction of the water line from CR <br />510/US 1 intersection, North on US 1 to the southern city limits of <br />Sebastian. The schedule for completion of this project has been set for <br />October 1, 1994. <br />•• RECOMMENDATION <br />The staff of the Department of Utility Services recommends no further <br />action in this matter considering the fact that the County will provide <br />service to these two developments upon completion of the North US 1 <br />facilities. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously agreed to <br />take no further action in this matter considering <br />the fact that the County will provide service to <br />these two developments upon completion of the North <br />U.S. #1 facilities, as recommended by staff. <br />33 <br />®oox 91 rmu 5`9 <br />
