UW -93 -29 -DS <br />RESOLUTIONS I AND II <br />BACKGROUND <br />On November 23, 1993, the Indian River County Board of County <br />Commissioners approved the petition for water service for 10th <br />Court, SW, to supply potable water to its residents. Design has <br />been completed by the Department of Utility Services staff. We are <br />now ready to begin the assessment process associated with this <br />project (see attached agenda item and minutes of the above meeting). <br />ANALYSIS <br />This nonplatted street contains 19 lots with 12 existing homes. <br />There are 10 owners (83% of the 12 homeowners) who have signed <br />requesting County water. Nine have signed the attached petition and <br />agreement to be included in a special assessment; there is also an <br />agreement for temporary service. - A tenth owner has prepaid the <br />water impact fee in anticipation of future construction and water <br />service. The lots sizes in this project average .43 acres±, 15 or <br />79% being substandard or undersized. The attached map displays the <br />area to benefit from the assessment project. <br />Attached are Resolutions I and II for the assessment project. The <br />total estimated project cost and amount to be assessed is <br />$35,845.79. The cost per square foot is $0.09870278024. <br />This project is to be funded through the assessment of property <br />owners along the proposed water line route. In the interim, <br />financing will be through the use of impact fee funds. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached resolutions, <br />which approve the preliminary assessment roll and establish the <br />public hearing date. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously adopted <br />Resolution 94-22, providing for water main extension <br />to 10th Court, S.W./Oslo Road); and Resolution 94- <br />23, setting a time and place of public hearing, as <br />recommended by staff. <br />35 <br />9 BOOK 91 P,,fF 601 <br />� 51994 <br />
