JAN 25 1994 <br />Bou 91 PA,F 614 � <br />determines that a particular section in the State guide should be <br />strengthened or modified, to do so in the ordinance by reference. <br />Assistant County Attorney Terry O'Brien advised that the draft <br />ordinance is modeled after the Federal Aviation Administration <br />regulations. He indicated that it would not be a problem to re- <br />draft the ordinance with Chapter 112 of the State Guide <br />incorporated in it. <br />Discussion ensued about several items in the draft ordinance, <br />and the consensus of the Board was that all the Commissioners would <br />reread the Florida Guide and the draft ordinance and consider <br />adoption of the ordinance at a future meeting. <br />FLORIDA HIGHWAY PATROL (FHP) RESOLUTION <br />This item was deferred for one week. <br />COMPLETION. ACCEPTANCE AND COMMISSIONING OF THE NEW COURTHOUSE <br />General Services Director Sonny Dean announced that the new <br />Courthouse should be ready for occupancy by August 15, 1994. <br />Commissioner Macht suggested that we consider delaying the <br />move until the beginning of the new fiscal year to give us time to <br />do the necessary testing to make sure there are no air quality <br />problems. <br />OMB Director Joe Baird reported that another advantage to <br />waiting until the beginning of the new fiscal year is that we can <br />save an estimated $100,000 in operating expenses. <br />Commissioner Bird realized that everybody is anxious to move <br />into the new Courthouse, but he agreed that it would be better to <br />postpone the move until we know the building is safe for occupancy. <br />Commissioner Eggert asked whether the trial schedules will <br />need to be adjusted if we postpone the move. <br />Jeffrey K. Barton, Clerk of the Circuit Court, responded that <br />most scheduling is done about 3 months in advance and is changed <br />from week to week depending on the cases that are settled or <br />postponed. The major problem is the State Supreme Court and the <br />19th Circuit have come out with rules effective January 1, 1994, <br />that require several divisions to be combined into one division, <br />known as "Family Court." <br />The purpose of this is to enable the Court system to <br />coordinate cases so that one judge can hear everything involving a <br />particular family. He stressed that it presently is an operational <br />nightmare to coordinate the cases, because the divisions that must <br />be combined are spread all over the old Courthouse. For that <br />reason, Clerk Barton wanted to move into the new Courthouse as <br />quickly as possible. <br />48 <br />- M <br />
