Tippin, Chairman <br />DATE: .January 11, 1994 <br />SUBJECT: Florida Highway Patrol (FHP) Resolution <br />I have been approached by John Kane, Florida Highway Patrol <br />District Lieutenant, Troop L, requesting that we consider <br />supporting the patrol's expanded budget in order to hire more <br />troopers, etc. They are suggesting that any increase be <br />supported by a $1.00 surcharge on new tire purchases and a $1.00 <br />drivers license fee increase. <br />Please read over the attached Resolution so we can discuss this <br />at our next meeting. <br />Chairman Tippin preferred that we contact our legislators and <br />express support for increased staff in the Highway Patrol because <br />they are greatly understaffed and crime rates in the state are <br />rising dramatically. <br />Commissioner Adams pointed out that a surcharge on tire <br />purchases and on drivers' license fees helps fund the Florida <br />Highway Patrol. <br />Commissioners Eggert and Macht did not want to direct our <br />legislators to impose another tax for any reason. <br />Commissioner Eggert made a motion to deny, and Chairman Tippin <br />withdrew his request, and suggested that each Commissioner contact <br />the state legislature to support increased staffing of the Florida <br />Highway Patrol if they so desire. <br />YOUTHFUL OFFENDER - PROPOSED RESOLUTION <br />Chairman Tippin recounted the meeting with the School Board on <br />January 31, 1994, when various parties presented ways and means of <br />helping the youth of our community. At that meeting, State <br />Attorney Bruce Colton presented an outline of proposed legislation <br />to create a Department of Youth Corrections wherein juveniles 14 to <br />18 years of age would be separated from younger offenders and <br />handled through the adult justice system. The proposed resolution <br />is in support of that Department of Youth Corrections. <br />28 <br />M <br />
