BOOK 91 FA �� 699 <br />funding source. So far, funding for P2000 has come from <br />documentary stamp revenues. Without a permanent funding source, <br />the continuance of the P2000 program is in question each fiscal <br />year. <br />The Nature Conservancy (TNC) is a leading proponent of the P2000 <br />program. On January 25, 1994, Government Relations Coordinator <br />Mike Pirkkala of TNC contacted staff requesting that the Board of <br />County Commissioners adopt a resolution supporting fifth year <br />appropriation of funding for P2000. TNC is also urging local <br />governments to support the designation of a permanent funding <br />source for the remaining years of the program. <br />At its regular meeting on January 26, 1994, the County Land <br />Acquisition Advisory Committee (LAAC) voted to recommend that the <br />Board adopt a resolution urging State appropriation of fifth year <br />funding for P2000, as well as supporting the designation of a <br />permanent funding source for the program. <br />ALTERNATIVES & ANALYSIS <br />The P2000 program is the single most important opportunity for the <br />County to obtain matching funds in implementing the county approved <br />$26 million environmental lands acquisition bond referendum. <br />P2000 funds are the primary monies of the Conservation and <br />Recreation Lands (CARL) program, the Florida Communities Trust <br />(FCT) program, and the St. Johns River Water Management District <br />(SJRWMD) land acquisition program, among others. P2000 funds will <br />potentially be used in the acquisition of virtually all of the <br />county LAAC sites presently under consideration. <br />To date, P2000 funds have been approved under various state <br />programs to fully or partially fund the acquisition of eight sites <br />under review by LAAC, and funding for other project sites is <br />anticipated. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners adopt the <br />attached resolution in support of fifth year appropriation of <br />funding for P2000, and in support of the State designating 'a <br />permanent funding source for the remaining years of the program. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously (4-0, <br />Commissioner Bird being absent) adopted Resolution <br />94-32, urging the continued appropriation of funding <br />for Preservation 2000, as recommended by staff. <br />10 <br />
