ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />Exhibit "A" work authorization in the amount of <br />$190,000 with Masteller & Moler, Inc. for <br />engineering consulting services for Phase V of the <br />Water Expansion Plan. <br />WORK AUTHORIZATION (EXHIBIT "A") IS ON FILE IN <br />THE OFFICE OF THE CLERK TO THE BOARD <br />ENGINEERING CONSULTING SERVICES FOR WATER EXPANSION PLAN - PHASE VI <br />-- CARTER ASSOCIATES, INC. <br />The Board reviewed the following memos dated 2/9/94 and <br />2/4/94: <br />DATE: February 9, 1994 <br />TO: JAMES E. CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: TERRANCE G. PINT <br />DIRECTOR OF UTIL SERVICES <br />SUBJECT: WEST REGIONAL WASTEWATER TREATMENT PLANT STRUCTURAL <br />FAILURE & CONTRACT WITH CARTER ASSOCIATES, INC. <br />Carter Associates, Inc. and Williams, Hatfield and Stoner were <br />retained by Indian River County as the design consultants for the <br />West Regional Wastewater Treatment Plant. At this point in time, <br />liability for the structural failure of the plant has not been <br />determined. <br />There is a strong possibility that the County may have to enter <br />into litigation with the engineering firm and the plant <br />manufacturer because all parties involved deny liability for the <br />failure. <br />We are now considering contracting other engineering services with <br />Carter Associates, Inc. Therefore, I wish to make the Board of <br />County Commissioners and the legal staff aware of the pending <br />problem and pending contracts prior to awarding such contracts. <br />23 <br />L_ FEB 15199475 <br />
