SURPLUS VEHICLE DONATION TO HEALTH AND REHABILITATIVE SERVICES <br />(HRS) <br />The Board reviewed the following memo dated February 16, 1994: <br />TO: Members of the Board <br />of County Commissioners <br />DATE: February 16, 1994 <br />SUBJECT: DONATE SURPLUS VEHICLE TO HRS - CONSENT AGENDA <br />FROM: Joseph A. Baird <br />OMB Director <br />Description <br />Indian River County has a 1986 Ford Crown Victoria (Asset # 13246, Vehicle # 510) which <br />the Fire Department has taken out of service. The Health Department has requested that <br />the Board of County Commissioners give them the vehicle. <br />Recommendation <br />The Board of County Commissioners authorize the 1986 Crown Victoria (Asset # 13246, <br />Vehicle # 510) be declared surplus and donate it to the HRS Health Department. <br />Commissioner Adams wondered whether the County should donate <br />a vehicle that is in poor condition and possibly is unsafe to <br />operate. <br />OMB Director Joe Baird reported that Fire Department staff <br />declared it surplus because it has more than 100,000, or possibly <br />more than 200,000, miles on the odometer and needs extensive <br />repairs; and they decided it was not worth repairing. The <br />Department of Health and Rehabilitative Services (HRS) will accept <br />responsibility for making all necessary repairs. <br />Commissioner Eggert was concerned about liability in the event <br />of an accident. <br />Commissioner Macht suggested that we transfer the title to the <br />Health Department to avoid potential liability. <br />Attorney Vitunac advised that the County usually holds the <br />title to assets, but we could transfer the title to HRS to avoid <br />potential liability. <br />William Koolage, 11 Vista Gardens Trail, opposed giving the <br />vehicle to another department. He stressed that whether the County <br />or HRS owns the vehicle, the citizens will pay if it causes an <br />accident. <br />8 <br />
