BOOK <br />DESCRIPTION AND CONDITIONS <br />91 PAGE 788 <br />On October 5, 1993, the Board of County Commissioners, as endorsed <br />by the County Land Acquisition Advisory Committee (LAAC), <br />authorized staff to advertise a Request for Proposals (RFP) for <br />environmental land acquisition consultant services. <br />Subsequently, staff advertised an RFP, and five proposals were <br />submitted. These proposals were submitted (in no particular order) <br />by: <br />* The Triece Company <br />* Florida Conservation Consultants <br />* The Nature Conservancy <br />* Trust for Public Land/Glatting Jackson <br />* Environmental Management Systems, Inc. <br />Staff have since reviewed the proposals and conducted interviews. <br />As a result, staff have prioritized the top three proposals as <br />follows: <br />1. Trust for Public Land/Glatting Jackson <br />2. The Nature Conservancy <br />3. Florida Conservation Consultants <br />This matter is presented for the Board to consider authorizing <br />staff to negotiate a contract for environmental land acquisition <br />consulting services, in the order of staff's priority ranking. <br />ALTERNATIVES & ANALYSIS <br />RFP Criteria <br />The advertised RFP defines potential consultant tasks in three main <br />categories: pre-acquisition due diligence coordination; acquisition <br />negotiation; and conceptual management plan development. <br />Of the submitted proposals, two do not address all three <br />categories. These are the Triece Company proposal, which focuses <br />on acquisition negotiation, and the Environmental Management <br />Systems, Inc. proposal, which focuses on habitat management plan <br />development and environmental assessments. Consequently, staff <br />determined that these two proposals were non-responsive. <br />County staff then conducted interviews with the three proposers who <br />addressed all aspects of the RFP: Florida Conservation Consultants; <br />The Nature Conservancy; and the Trust for Public Land/Glatting <br />Jackson (et. al.), Inc. <br />These interviews were conducted by the following staff:, "team": <br />James Chandler (County Administrator), ' <br />Joe Baird (Budget Director) <br />Terry O'Brien (Assistant County Attorney) <br />Robert Keating (Community Development Director) <br />Roland DeBlois (Chief of Environmental Planning) <br />In evaluating the proposals, staff considered a number of criteria, - <br />including: <br />* experience with environmental <br />diligence and negotiation <br />20 <br />land acquisition due <br />
