FEE ?2 1994 <br />RECOMMENDATION <br />BOOK 91 PA, 790 <br />Staff recommends that the Board of County Commissioners authorize <br />staff to negotiate a contract with the Trust for Public Land/ <br />Glatting Jackson, for environmental land acquisition consultant <br />services. If a contract with the Trust for Public Land/Glatting <br />Jackson is not forthcoming, staff recommends that the Board <br />authorize staff to negotiate a contract with the second ranked <br />applicant (The Nature Conservancy), or if necessary, the third <br />ranked applicant (Florida Conservation Consultants). <br />Mr. DeBlois reported that the Trust for Public Land (TPL) <br />presently is involved in the purchase of land known as the <br />"Korangy" parcel, which is on the Land Acquisition Advisory <br />Committee's (LAAO) acquisition list. Since that project is well <br />under way, staff recommends that it be considered a separate <br />transaction from the subject contract. Mr. DeBlois further stated <br />that if TPL is selected as a consultant, all activities regarding <br />land on the LAAC acquisition list would be subject to County <br />approval. <br />MOTION WAS MADE by Commissioner Macht, SECONDED by <br />Commissioner Eggert, to authorize staff to negotiate <br />a contract with the Trust for Public Land/Glatting <br />Jackson for environmental land acquisition <br />consultant services; and if a contract is not <br />forthcoming, to negotiate with the second -ranked <br />applicant (The Nature Conservancy), or if necessary, <br />the third -ranked applicant (Florida Conservation <br />Consultants); and to keep the Korangy property <br />acquisition separate from this contract. <br />Under discussion, Commissioner Bird asked for additional <br />information about Glatting Jackson. <br />Mr. DeBlois explained that Clatri ng Jackson is a planning firm <br />specializing in the de-:��!c,�rYent of management plans and has done a <br />lot of workutlic agencies. The Trust for Public Land, which <br />1.6 involved with pre-acquisition and negotiations, teamed <br />up with Glatting Jackson to fulfill the management plan development <br />portion of the proposal. <br />Chairman Tippin recounted that shortly after he was elected to <br />the Board a -person from the Nature Conservancy contacted him, and <br />he found that person to be very headstrong. He admired the Nature <br />Conservancy, but he wanted to make sure that we maintain control <br />over these activities and do what is best for our County. <br />22 <br />
