Commissioner Adams pointed out that we must calculate how much <br />we can save by purchasing in volume, and compare it to the down <br />time that will result from vehicles being transferred to a <br />different location for repairs. She was not convinced that our <br />mechanics are underemployed. <br />Commissioner Eggert cautioned that we need to address <br />liability concerns. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />UPDATE ON PREFABRICATED EROSION PROTECTION (PEP) REEF PROJECT <br />Commissioner Adams reported that Dr. Robert G. Dean, chairman <br />and graduate research professor at the University of Florida, has <br />offered to let us use his wave tank to do some studies. The cost <br />to the County would be about $10,000. The Beach and Shore <br />Preservation Advisory Committee hopes that the Florida Division of <br />Beaches and Shores will accept this physical model in place of the <br />$25,000 numerical model previously authorized by the Board. She <br />stressed that the study might cost more than $10,000, but she is <br />asking the Board's approval to continue negotiating with <br />Tallahassee while this studies are being conducted to avoid delay <br />on this project. She reported that we are beginning to get some <br />cooperation from Tallahassee. <br />Commissioner Eggert understood from newspaper reports that the <br />objective of the study is to prove that sand will not be taken away <br />from the center and deposited at the two ends instead of on the <br />shoreline. <br />Coastal Engineer Don Donaldson confirmed that one of the <br />objectives of the study is to ascertain that the PEP reef will <br />perform as expected, but the primary objective is to find the best <br />loc4tfon for the PEP -reef. <br />The consensus of the Board was for the Beach and Shore <br />Preservation Advisory Committee to negotiate with Dr. Dean of the <br />University of Florida for the use of his wave tank. <br />APPOINTMENT TO NOMINEE QUALIFICATIONS" REVIEW COMMITTEE <br />The Board reviewed the following letter dated February 10, <br />1994: <br />43 <br />'FEB 221994 <br />I <br />
