r- FES 22 J994. <br />BOOK 91 FAGE'810 <br />COUNCIL OF PUBLIC OFFICIALS (COPD) ACTION <br />The Board reviewed the following memo dated February 18, 1994: <br />TO: Board of County Commissioners <br />FROM: Vice Chairman Kenneth R. Macht <br />DATE: February 18, 1994 <br />RE: Council of Public Officials (COPD) Action <br />At the February 16, 1994, meeting of the COPD, the Council unanimously <br />passed a motion to have the governing bodies of Vero Beach, Sebastian, <br />the School Board, and Indian River County investigate possible tax <br />savings and other efficiencies which might be realized from having one <br />or more common vehicle repair and parts facilities. <br />If the Board of County Commissioners agrees with this direction, I <br />request its direction to the County Administrator to initiate contacts <br />with the other governments in the county which support this plan and to <br />bring back recommendations and plans for accomplishing these goals. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Macht, to initiate contacts with the <br />other governments in the County which support this <br />plan and present their recommendations to the Board. <br />Under discussion, Commissioner Macht described this as an <br />opportunity for significant savings and improved performance. <br />Commissioner Bird agreed that it seems like a good idea, but <br />he expressed concern about accounting and setting priorities. He <br />predicted that it would be a monumental task, but it may be worth <br />pursuing. <br />Commissioner Adams was uncertain how this would result in a <br />savings of money. <br />Commissioner Macht responded that savings can be made by <br />purchasing in volume, and by more fully utilizing the skills of <br />municipal and County mechanics. For example, Fellsmere has a full- <br />time mechanic for 8 or 9 vehicles, and he could help with North <br />County vehicles. He added that he believed there are opportunities <br />to save money by contracting out some of the work. <br />Administrator Chandler agreed that it was worth pursuing, <br />although a number of elements must be considered. He felt that <br />accounting would not create a problem. He did not expect <br />privatization to result in significant savings. <br />42 <br />
