TO: James Chandler <br />County Administrator <br />HEAD CONCURRENCE: <br />Community De elopmenti-Director <br />THROUGH: Stan Boling, AICP <br />Planning Director <br />FROM: Eric Blad/1 <br />Staff Planner, Current Development <br />DATE: February 23, 1994 <br />SUBJECT: St. Mark's Anglican Church Request for Special Exception <br />Use Approval To Construct -A Place Of Worship <br />SP-MA-94-01-03/IRC #93060048-002 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of March 1, 1994. <br />DESCRIPTION AND CONDITIONS: <br />Todd Smith, on behalf of St. Mark's Anglican A.C.A., Inc., has <br />submitted an application for major site plan approval and special <br />exception use approval to construct a place of worship. The <br />subject site is located at 1180 8th Street, approximately 3/10 of <br />a mile west of Old Dixie Highway on the north side of 8th Street. <br />Construction of the proposed church will be implemented in three <br />phases; the first two phases involving site related improvements <br />and construction of the buildings, while the third phase involves <br />paving of stabilized parking areas and driving aisles established <br />in the first two phases. No school or child care uses are proposed <br />on site. Since the site is located within a RS -6 zoning district, <br />special exception use approval must be granted by the county for <br />use of the site as a place of worship. <br />Pursuant to section 971.05 of the LDRs, the Board of County <br />Commissioners is to consider the appropriateness of the requested <br />use based on the submitted site plan and suitability of the site <br />for that use. The Board -may approve, approve with conditions or <br />deny the special exception use. The County may attach any <br />conditions and safeguards necessary to mitigate impacts and to <br />ensure compatibility of the use with the surrounding area. <br />At its January 27, 1994 meeting, the Planning and Zoning Commission <br />voted unanimously to approve the major site plan application <br />subject to the Board of County Commissioners approval of the <br />special exception request and to recommend that the Board of County <br />Commissioners approve the special exception use. <br />11 <br />V <br />BOOK 9�.
