M M <br />11. Utilities: County potable water is available to service the <br />project, and connection is required. The applicant must <br />obtain a Utility Construction Permit in order to accomplish <br />the mandatory hook-up. County wastewater service is also <br />available to the project; however, County Utility Services has <br />deferred mandatory connection until development beyond phase <br />1 of the project. Therefore, prior to site plan release, the <br />applicant must apply for and obtain a Utility Construction <br />Permit for water service. <br />12. Health and Rehabilitative Services (HRS): The Environmental <br />Health Services Unit for the county has no objection to the <br />proposed site plan application or the special exception use <br />approvals. Prior to the release of the approved site plan for <br />construction, the applicant must apply for and receive the <br />applicable HRS permits for a septic system for phase 1. <br />13. Environmental Issues: No uplands preservation or wetlands <br />requirements apply. Environmental planning staff have no <br />objection to the site plan approval. <br />14. Landscape Plan: The landscaping plan is in accordance with <br />Chapter 926 requirements, and provides the buffers required <br />for places of worship. Since the property is adjacent to <br />single-family residences, the required Type "C" and Type "D" <br />buffers depicted along the north and east boundaries will be <br />field inspected and approved by staff prior to the issuance of <br />a certificate of occupancy for the project. <br />15. Dedications and Improvements: The county intends to purchase <br />20' of additional 8th Street right-of-way to secure the <br />ultimate right-of-way width (801) for this segment of 8th <br />Street. Public Works staff will be negotiating with the <br />property owner regarding this right-of-way purchase. The <br />proposed site plan accommodates purchase of the right-of-way <br />as well as setbacks from the ultimate right-of-way. <br />In accordance with the county's sidewalk and bikeway plan and <br />the LDRs, the site plan depicts a 5' wide sidewalk along the <br />site's 8th Street frontage, to be constructed prior to <br />issuance of a C.O. for the project. <br />16. Specific Land Use Criteria: The application must satisfy all <br />applicable criteria for a place of worship. The place of <br />worship specific land use criteria are as follows: <br />a. No building or structure shall be located closer than <br />thirty (30) feet to any property line abutting a <br />residential use or residentially designated property; <br />b. Access shall be from a major thoroughfare unless <br />otherwise approved by the public works department; <br />c. Any accessory residential use, day care facility or <br />school upon the premises shall provide such additional <br />lot area as required for such use by this section and <br />shall further be subject to all conditions set forth by <br />the reviewing procedures and standards for that <br />particular use.
