I would have no objection to the church being located 3/10 <br />of a mile west Old Dixie Highway on the north side of 8th <br />Street. However, I do think there should be a left turn <br />lane going East and an off ramp going West. The traffic <br />lights at Old Dixie & 8th Street and at 20th Avenue & 8th <br />Street should both have left turn arrows to expedite the <br />movement of traffic. <br />The only way to enter or exit Colonial Terrace is by way of <br />10th Court off 8th Street. Without the above mentioned <br />suggestions, the flow of traffic would be impaired. <br />I appreciate your consideration in this matter. <br />Sincerely, <br />Ralph J. Lindsey <br />Director <br />Commissioner Eggert led discussion regarding the left -turn <br />signal, and Director Boling explained that the Traffic Engineering <br />Department studies indicate that the left -turn movement during peak <br />hours is below the required threshold for left -turn lanes. <br />Commissioner Adams asked, and Director Boling clarified that <br />utility services are currently available to this site but the <br />applicants chose to include a septic system in the first phase, and <br />to connect to the sewer service when the second phase begins. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Kurt Voit, 1115 Colonial Gardens, stated that he heard rumors <br />that the church was not going to be built. <br />Chairman Tippin responded that the Board must act on the <br />application as presented. <br />It was determined that no one else wished to be heard and the <br />Chairman closed the public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously granted <br />special exception use to St. Mark's Anglican Church <br />to construct a place of worship under the conditions <br />set out in staff's memorandum. <br />15 <br />MAR -1 1994 BOOK 91 P,.GE 862 <br />
