F' <br />MAR - 11994 <br />Boos 91 FATE 885, -7 <br />Capacities for all roadway segments in Indian River County are <br />calculated and updated annually, utilizing the latest and best <br />available peak season traffic characteristics and applying Appendix <br />G methodology as set forth in the Florida Department of <br />Transportation Level of Service Manual. Available capacity is the <br />total capacity less existing and committed traffic volumes; this is <br />updated daily based upon vesting associated with project approvals. <br />The traffic capacity for the segment of S.R. 60 adjacent to this <br />site is 11760 trips (peak hour/peak season/peak direction) at a <br />Level of Service (LOS) "D", while the existing peak hour/peak <br />season/peak direction traffic volume on this segment of S.R. 60 is <br />1,012 trips. The additional 1,509 peak hour/peak season/peak <br />direction trips created by the proposed Comprehensive Plan <br />amendment will increase the total peak hour/peak season/peak <br />direction trips for this segment of S.R. 60 to approximately 2,521, <br />or 761 more than capacity at LOS "D". <br />The table below identifies each of the impacted roadway segments <br />associated with this proposed amendment. Impacted roads are <br />defined in the county's Land Development Regulations as roadway <br />segments which receive five percent (5%) or more daily project <br />traffic or fifty ( 5 0 ) or more daily project trips, whichever is <br />less. As indicated in the table, segments 1925, 2050, 3025, and <br />3030 do not currently have sufficient capacity at LOS "D" to <br />accommodate the projected traffic associated with the request. <br />Typically, when a proposed amendment or rezoning is anticipated to <br />generate traffic in excess of capacity, a Developer's Agreement is <br />required to ensure sufficient additional capacity is provided. For <br />land use amendments and rezonings associated with a DRI, however, <br />the Development Order performs the same functions as a Developer's <br />Agreement. <br />Therefore, the transportation concurrency requirements can be met <br />by requiring that the associated DRI Development Order, to be <br />adopted prior to but at the same Board of County Commissioners <br />meeting as the proposed amendment, state that necessary <br />improvements will be made to ensure that sufficient capacity is <br />available to serve the anticipated traffic generation of this <br />project. <br />TRAFFIC CONCURRENCY DETERMINATION <br />Impacted Road Segments <br />(peak hour/peak season/peak direction) <br />Roadway <br />Segment <br />Road <br />From <br />To <br />Segment <br />Capacity <br />LOS "D" <br />1130 <br />I.R. <br />Blvd <br />S.
