7, Purchase NEXRAD radar weather computer system for existing <br />weather software in emergency services for $3,000. This <br />additional weather equipment will improve and enhance the <br />ability to scan approaching severe weather conditions. The <br />additional computer system is needed because satellite and <br />radar will not work simultaneously with the current system <br />now being utilized. <br />The above estimated personnel and equipment expenses total $60,250. <br />It is proposed that the $10,174 balance of the grant funds remain in <br />a contingency account and expended upon approval by the appropriate <br />authority. <br />A personnel Job Description Questionnaire was completed for this <br />planned position on May 6, 1993, and the classification was <br />recommended by the Personnel Director in a memorandum dated July 15, <br />1993, after completing a review based on the "points" system <br />currently used by the County. <br />The matching funds for this grant are currently in place since the <br />emergency management budget exceeds the amount of the base grant. No <br />additional funds are needed to qualify for this grant. It should be <br />noted that funds received from the Emergency Management, Preparedness <br />and Assistance Trust Fund may not be used to supplant existing funds. <br />ALTERNATIVES AND ANALYSIS <br />The Base Grant includes a scope of work that must be completed during <br />the term of the grant. It also provides certain computer equipment <br />(page 8) to be used for satellite communications between the State <br />Emergency Operations Center and the Indian River County EOC. As <br />mentioned above and noted in the grant cover letter, a deduction of <br />$1,500 has already been made by the state for communications costs <br />per section 9G-19.005 (3), Florida Administrative Code. <br />The new legislation now included in Chapter 252, Florida Statutes <br />compels the emergency management agencies to comply with the <br />following: <br />1. Work with the Department of Education and local school <br />board to develop new criteria designed to ensure that new <br />educational facilities can serve as public shelters for <br />emergency management purposes. <br />2. Serve as liaison and coordinator of municipalities, <br />requests for state and federal assistance during post - <br />disaster emergency operations. <br />3. Identify and register persons in need of assistance and <br />plan for resource allocation to meet identified needs. <br />Disabled persons must be given the option of preauthorizing <br />emergency response personnel to enter their homes during <br />search and rescue operations if necessary to assure their <br />safety and welfare. Emergency Management agencies must <br />work with HRS, agencies, community-based service providers, <br />and home health care providers to inform all their incoming <br />clients of the registry as part of the intake process. <br />4. Assist in surveying all schools, and other state, <br />municipal, and county owned public buildings to identify <br />those suitable to serve as shelters and those suitable to <br />be retrofitted for shelters using state funds. <br />51 <br />MAR 81994 BOOK 91 P& F 953 <br />
