Requires the local emergency management agency to review <br />the comprehensive emergency management plan for all <br />intermediate care facilities for the developmentally <br />disabled, facilities serving seven or more people, and <br />homes serving individuals who have complex medical <br />conditions. The local emergency management agency must <br />ensure that, at a minimum, the following agencies and <br />organizations are given the opportunity to review the plan: <br />Department of HRS, Agency for Health Care Administration, <br />the Department of Community Affairs, and appropriate <br />volunteer organizations. The coordination process is <br />handled at the local level by the EM agency and all <br />required reviews must be completed within 60 days. <br />The new requirements regarding plan reviews noted above is going to <br />be very time consuming and ongoing since it must be done on an annual <br />basis. Indian River County now has approximately twenty (20) <br />facilities that fall within the criteria for the annual emergency <br />plan reviews and some of the facilities are substantial in size. <br />It should be noted that an Administrative Rule (9G-20.001) in draft <br />form is being promulgated which would potentially allow county <br />emergency management agencies to charge up to $375 for review of a <br />facility plan and a higher amount if approved by DCA. County <br />Emergency Management Agencies are authorized to establish their fee <br />schedules so as to charge any amount less than or equal to, but no <br />more than, the fees established in the rule. It is recommended that <br />the revenue generated from plan reviews in Indian River County would <br />be used to enhance the county emergency management program. <br />Staff understands that should the Trust Fund grant revenue cease to <br />be available in the future, that the Board is under no obligation to <br />-fund the proposed position from other revenue sources. <br />RECONENDATION <br />Staff recommends the Board approve the Emergency Management, <br />Preparedness and Assistance Trust Fund Base Grant which includes a <br />new staff position and expenditures for non -capital and capital <br />equipment as noted, with the balance of the grant funds being <br />retained in a contingency account for later allocation during the <br />fiscal year. <br />Staff also recommends the Board authorize the Chairman to execute the <br />necessary documents to obtain the funds and approve a budget <br />amendment to receive and expend the grant funds. <br />52 <br />
